  1. Read and write files in binary mode on Windows 

    TeX Live may share the same files between Windows and Unix,
so we need to make sure that files and line endings remain compatible.

  4. Also check if TEXMFLOCAL is writable 

    Some distributions like W32TEX may not have TEXMFVAR defined,
so we also check whether TEXMFLOCAL is writable.
