Bugfix: InspectingContent flag

When an empty array of content types was set (as is default through the UI), the 'Inspect content' checkbox was being automatically set. Now this only happens if the array is not empty.

This behaviour is so that declarative pipelines can declare content types but not have to explicitly set the flag.
