Add new BLE detectors

Totally move skimmer and probably find flippers but yea haven’t quite gotten that far with it yet 😅 I’ve only really done cli testing so far Sent from [Proton Mail](https://proton.me/mail/home) for iOS.

need to do some testing but if all works this should be ready to go. I just dont have any of these devices on hand so ill need to figure out the best way to test. Will probably need to spoof some MACs

I have successfully tested the Apple device detector and it works flawlessly. Immediately detected an iPhone as soon as i turned on BT; also picked up my airpods and my airtag i'm pretty sure

also might be worth noting here, there was an issue where we were registering handlers before ble init which would cause scanning to be very unreliable. i applied the fix here too under 'fix order of operations'
