Major rewrite and update for Python 3

This PR is contains a major rewrite:

• rename of project to withings-sync
• bumped version to 3.1.1
• added setuptools support
• published on pypi.org for easier installation (https://pypi.org/project/withings-sync/3.1.1/)
• simplified Dockerfile and build process
• published new Docker image on Docker Hub (http://hub.docker.com/r/stv0g/withings-sync)
• replace optparse by argparse
• introduction of logging instead of print()
• overall code-style improvements
• support for configuration of credentials via environment variables
• added example of Kubernetes cron-job
• removal of dead-code
• fixes Add missing APIException #18
• fixes Only sync weight if it has a value #15
• fixes persistent docker container + docker-compose #17, by mounting a volume to the container
• implements Support for calculated BMI values #16

Thank you for valuable changes. I believe they deserves a new repository. I've created https://github.com/jaroslawhartman/withings-sync and added you as a collaborator.

I'm a bit busy now, but feel free to upload the tool with all your changes to the new repo. Once done, I will update this repo with informations redirecting to withings-sync.

I think thats a good idea! I would mark this repo as archived/read-only as soon as the new repo is ready..

Next, I will close the PR for this repo and create another one indicating the deprecation of withings-garmin-v2 in favour of the new withings-sync
