WIP implementation of passthrough service for ztunnel. This will have an accompanying istio/istio change to configure the new enum when setting up a ServiceEntry with resolution type NONE.
Would probably eliminate istio/istio#57481 which was seeking to configure a passthrough option using only existing WDS. The istiod implementation should be much simpler.
