feat: Modular autocomplete functionality for various contexts

Description

• This autocomplete feature is designed to be reusable for different contexts beyond affiliations by overriding the variables in the template.
• Gently guide users to select consistent names for the same affiliations especially if user info changes are disabled.
• Allows overriding API endpoints, URLs, input IDs, and language at the template level
• Added support for dynamically setting the autocomplete language
• Implemented input sanitization and caching for performance
• This feature will only work on selected pages.
