This milestone will bring feature-completeness as an Ideascale replacement for proposal submission - adding new privacy, collaboration, and accountability features. Users can register as proposers, create new public OR encrypted drafts, collaborate with co-proposers, and submit finalized proposals for voting.

This will eliminate the need for users to interact with a separate interface for proposal submissions, further consolidating the experience.

We will pilot the new proposal submission experience with at least 25 proposers to collect and incorporate community feedback.
