Summary

Make the allure report workflow run after the normal CI run

Description

Make the allure report workflow run after the the normal CI run, even if this fails.
The reason is this workflow pre-empts the build targets, and their output good or bad is then cached, so when the build target actually gets run in the CI pipeline, the output of it looks weird/wrong because it was built (and maybe failed) inside this.
