When we describe Consul ACLs required to support Nomad's use of service mesh, the link for anonymous tokens goes to the wrong part of the page.

It looks like all the links to the Consul docs are broken when going from a versioned 1.8.x or 1.10.x doc to a Consul doc. Because now the link is looking for the Consul docs in Consul version 1.8.x (long gone)?
