Nomad Docs: Move load balancer content from tutorials to nomad DRAFT

Move load balancer content from tutorials to docs:

Tutorial	New Docs Page
Load balancer deployment considerations	docs/networking/load-balancer/index
Set up load balancing with Fabio	docs/networking/load-balancer/fabio
Set up load balancing with HAProxy	docs/networking/load-balancer/haproxy
Set up load balancing with NGINX	docs/networking/load-balancer/nginx
Set up load balancing with Traefik	docs/networking/load-balancer/traefik

Note: Manage external traffic with application load balancing is staying in tutorials since it has an associated code repo.

After content is approved, I will copy the new content to the 1.10 docs set. Versions prior to 1.10 should point to the archived tutorials. I'll add those link updates after I create the tutorials PR.

I tested the tutorial content to make sure it still works as written with the latest versions of Nomad and Consul.
