In order to get a feel for the Stoffel language, we need to start writing some basic programs that will give a beginner a mental model of how to do MPC programming. The goal of this PR is to ideate on syntax and other concerns for the language. Another PR will be opened in order to ideate on the templated solidity smart contracts that should be generated from a StoffelMPC program at a later time.
