Introduce "rules" for mobile ad insertion logic

What does this change?

Slightly refactors the logic for mobile ad positioning to introduce a set of rules that must be fulfilled for the collection position to be a suitable place to insert an ad after.

Also renames some things and updates in-line documentation.

Why?

Ahead of changing the ad positioning logic for the new front layouts, this makes it easier to separate the existing logic from the incoming logic in PRs soon.
