Backport 033c536 from #4592
What this PR does:
Addresses some of the technical debt in the Tempo documentation by fixing smart quotes, missed admonition shortcode changes (from % to <), and add ignore rules for the linter on large pages.
This PR does not contain any major text changes. There are some minor wording updates to address passive voice, sentence length, and other things that impact reading scores.
