Goal is to include common information about open source PDKs into the GF180MCU PDK documentation. This includes; * File naming information - google/open-source-pdks#7 * Versioning scheme - google/open-source-pdks#8 * Other open source PDKs that exist. * Use a symlink to include `third_party/open-source-pdks/docs` under the local docs. * Add top level `CODE_OF_CONDUCT.md` file which points to the actual code of conduct location. * Add top level `CONTRIBUTING.md` file which points to the actual contributing guidelines.
