rospy connection should give up if unable to communicate with rosmaster #64

Currently this blocks forever and is does not respond to signals (correct as the thread belongs to the API server). using methods from http://docs.ros.org/api/rospy/html/rospy-module.html#init_node restructure the start up sequence to be more fault tolerant.
