Update dependency versions, tasks, and markdown-check-links configuration

Why?

• With the update to node24 on all the core GitHub Actions it's the start of depreciation for node20.
• I figured, why not?, seeing the open PR to update dependencies

What?

• Update action.yml to run using node24
• Update dependencies, where possible, to resolve chore(deps): update all dependencies #2
  • Airbnb's eslint bits prevent eslint from being updated: Can we publish eslint-config-airbnb v19.0.5 please? airbnb/javascript#3173 has a summary of the current status
• markdown-check-links configuration is updated to ignore npmjs.com urls, details why here: https://github.com/orgs/community/discussions/174098
• Task updates to get them into a passing state:
  • action:validate an issue in ajv-cli means it doesn't like schema files that don't end in .json details here: v3.2.1: Unexpected token':' ajv-validator/ajv-cli#77
  • npm:validate pinning to an old ajv-cli version was to support draft-04 none of the schemas in this task are draft-04, the additional flags are to support schema bits in draft-07
  • ts:validate instead of pinning to an old ajv-cli version updated to using the migrate command to move the tsconfig schema to draft-07
