Quoi ?

Suite et fin de #1071 & #1072

Envoyer aux structures intéressées par un besoin, un sondage à J+7 date de démarrage des prestations, pour savoir (ou non) si elles ont effectivement transactionnées. On envoit seulement aux besoins dont on n'a pas l'info si ils ont transactionné ou pas.

Modifications apportées :

  • nouvelle management command send_siae_transactioned_question_emails
  • nouvelle task send_tenders_siaes_survey
