For the release CI, we couldn't deploy -beta.* tags to the "latest" release tag. Resolved by adding a check for '-' in the GitHub tag name, like elsewhere in the release.yml file.
Noticed while writing the PR that the latest @JS-DevTools/npm-publish action version was v4, and that migrating didn't require any changes. So I've updated.
