This PR adds a new GitHub Actions workflow to automatically publish to npm when a new release is created through GitHub Releases. I've also added some documentation on the process in
CONTRIBUTING.md. Note that this does not (yet) automate things like version bumps and release notes, a release PR must still be created and approved first.
