Add ERC-8098: ZW-Token — Irreversible ERC-20

This proposal introduces ERC-9999 (ZW-Token), a fungible token
with strictly non-increasing supply, no re-mint path, no synthetic mirrors,
and a single canonical supply state.

This ERC also defines optional privacy via transfer-obfuscation
without private balances or alternate supply representations.
