Remove Wording when Payment Method is "External"

Bug
We have a few notifications that are removed when a Tenant's payment method is set to "Stripe" and they enter a credit card. They should also be removed when a payment method is set to external.

Expected

• 1. This wording should be removed: Hiding messaging when external payments are provided #1425

• 2. They shouldn't receive an alert email that they're past the free tier grace period without a CC:
  • Email subject: Free Tier Grace Period for tenant/: No CC 💳❌
  • Will be handled with Do not alert missing payment methods for tenants with external payments flow#1887
