POC: feature flags

Proof of concept on how we could introduce feature flags into the Ember guides.

This would be a helpful approach to start incrementally documenting the next edition Polaris, while maintaining the current docs too.

Don't mind the implementation details too much at this point, it's all rough. The point is the authoring format for the sections:

• Having it in one Markdown file is great for visibility and maintainability
  • It keeps the barrier for contributing low as it's easier to see what has to be updated
  • No need to search for separate (config) files
• No need for separate git branches
• It works with our standard Markdown tooling already: no need to reinvent custom syntax
