Issue
The upper part of the panels get hidden by the toolbar when editing a panel inline

Version
Main -- 8.16

Steps to reproduce

  • Create a dashboard and add several panels until there is some vertical scroll
  • Edit one of the panels of the top of the dashboard
  • When the inline edit flyout is displayed, the upper part of the chart is hidden by the toolbar
