Testing builders and bindings for vwlet-lib w/ custom libraries and table function.
Please do not merge yet - goal is to create a query planner version.
Note this is a very unholy builder - the library is made in Scala Native and so far I couldn't find a way to build it with vcpkg, so pulls in .a/.so libraries based on the platform from a git repository. I'm not sure this is even going to work, failures expected.
