an array, called fiber_placement, has been added for moving the fiber on focal plane. it should not technically affect anything since it is initialized to [0,0].
quickfiberloss.py has been changed to address issue 72.

I just fixed the travis and astropy 2.0 problems in #75, so we can focus on the new features in this PR. If you revert your changes to transform.py, you should now be able to merge in the updated master and get back to dithering ;-)
