[CI] Add an action to notify about "freezed" PRs. #83

Description

A github action which notify about PRs waiting for review.

Why do we need it, and what problem does it solve?

Faster way to review PRs.

What is the expected result?

Notifies about the PRs are sent to a Loop channel.

Checklist

  • The code is covered by unit tests.
  • e2e tests passed.
  • Documentation updated according to the changes.
  • Changes were tested in the Kubernetes cluster manually.
