Jurisdictional boundaries for clipping purposes. At least for Fairfax, this needs to be different from the ones we display because Fairfax City and Falls Church do not have seperate bike infrastruc…

Updated generate buffer function to clip the buffers to stay within jurisdictional boundaries.
