adding note about permissions availability and plan per convo in [internal slack](https://dbt-labs.slack.com/archives/C017GDLAF7D/p1736161718479829?thread_ts=1736159296.110149&cid=C017GDLAF7D). also adding separate header to clarify new groups is for dbt enterprise.
