We have to be really terse in this changelog. It's going to be very big. I would choose terseness where necessary over documenting every implementation of the code that might affect minute edge cases. Try to give the overall summary of how this will affect people in as few of words as possible. I made some suggestions to reduce the words.
It's a great start!
