Description

Add NGINX and update config & docs for node container to be more versatile

• old/current README.md
• new/PR README.md

The new chooser-web container running NGINX better reflects the production environment.

The revised chooser-node container no longer runs the development server automatically. This allows it to be used for managing NPM, running tests, etc.
