This adds a really basic whitelist capability, useful when running the tourney scripts for a small group.
The proposed implementation defines a WHITELISTFILE and the is_not_tourney() function checks to see if this is a valid/existing file. if so, it will return True (i.e. skip the player) when the player isn't in the file.
I wasn't sure if this was better than a simple True/False to use a whitelist, PLUS the whitelist filename.
