What's the reason the bot changes the version of the different GitHub actions back to an older version?

Certain issues are standardized across the conda organization. The versions had been updated here via dependabot, but it looks like it hasn't been done at the source of these actions yet.

That being said, I'm closing the PR since this is a downgrade.
