Update dependencies & fix vulnerabilities

Major bumps:
migrate-mongo: ^7.2.2 -> ^8.2.2, dropes Node 10 support
amqplib: ^0.5.6 -> ^0.8.0, dropes Node 10 support
dotenv: ^8 -> ^10, dropes Node 10 support

Other changes:

• remove dotenv in hawk-worker-archiver, since global workspace already depends on it

TODO:

• update deps in our projects
