MapService module now loads all geojson files and poll data

The mapService module now has 4 new properties, which are all arrays pointing to the precincts, the election day polls, early polls and the precincts polygons. This is meant to avoid generating these arrays of data all over again in other modules like the poll_finder module. Instead you simple reference the properties of the mapService module. Meant to organize the code and make it easier to maintain/understand.
