• makes the createPasswordResetMessageTemplate public, which may enable its use from elsewhere.

Further improvements for future PRs:

• use a mgd file? But avoid duplicating the content somehow?
• check for the existence before creating (like ->match('name') except that it's more complex than that.

I was just looking at converting this to a Managed Record - using the eventcart example as a model.

I think it should:
a) solve the need for an upgrader now
b) not need an upgrader again (as will be handled by managed)
c) remove the need for explicit migration step to add the template
