also includes

  1. a 'maketar.sh' script to generate what goes on download.ceph.com
  2. a change to new-client to save 'secret.hash' locally, and also bundle 'secret' and 'secret.hash' into a tarball so they are treated as a pair

Also, explain a little bit more about what new-client has done.
hopefully this helps users understand/keep track of their secrets,
and hopefully this streamlines diagnosing when things go wrong
