Removed duplicate call to AttachmentsSrv.put.
Removed duplicate comment about blob existence.
Removed redundant check for file existence before throwing an error.
Removed 'attachments' log level from configuration.

Currently when attempting to UPDATE or PUT into a /content handler, it will overwrite any file existing if the ID is the same as an existing attachment.
