Snapshot release of the SAR-Framework with GUI

The UI configuration features currently:
-Selecting a database and connecting to it
-Setting the iteration
-Specifying artifacts, packages, and types
-Configuring the number of generations and individuals per generation to evaluate
-Choosing the decomposition type and strategy

To retrieve status updates of the genetic algorithm, the application should be best launched from command line
