涉及到paddle的版本是真的垃圾啊 #112

涉及到paddlepaddle和paddlehub的使用，版本是真的垃圾，也就注明一下requirements。paddlehub 1.8-2.1 、paddlepaddle 1.8-2.1都试过了，报各种各样的错误，paddle整体升级，能不能做一下兼容

我都不知道用哪个版本了，真是吐了
