Replace suite.mockAWSClient with mockRegionalClient

This PR replaces all instances of suite.mockAWSClient with mockRegionalClient in provider_test.go to improve code consistency and readability.

Changes Made

• Replaced all 18 instances of suite.mockAWSClient with mockRegionalClient
• Updated struct field name and all usage instances
• Maintained all existing mock configurations and behaviors

Testing

The changes are test-related modifications only, affecting the test infrastructure. No production code was modified. The changes maintain the exact same test behavior and mock configurations, only changing the variable name used to reference the mock client.

Verification

• All replacements were verified using find_filecontent
