Simplify the kTLS CodeBuild job layout.

How
Combine the two kTLS jobs into a single batch buildspec, running on a single Ec2 fleet.

CI won't test this PR as written; CodeBuild won't flip between
batchand singleton jobs without touching the Console.Testing
