Description of changes:
I added a variable to be able to pull aws cli from other locations. I also added a way to pass in a RPM url for containerd and nerdctl. The reason for this was so that those RPMs can be installed from AL2 yum repos if needed. I also updated CFN bootstrap to use existing region specific variables.
