Singularity recipes for AzureHPC environment and common apps

Description of Recipes

CentOS7-env-clean.def reproduces the basic VM environment with OpenMPI 4.1.0, gcc 9.2.0 and relevant MLNX OFED and UCX. The recipes can be run in parallel from outside the container using mpirun.

CentOS7-wrf-clean.def contains the recipe for building WRF 4.1.5

CentOS8-* reproduce the above for CentOS8.
