Improvements

• Use chunk plugin tickets for chunk-unload flag. This used to use forced chunks due to legacy reasons but that is no longer necessary.

Bug fixes

• Account for worlds with disabled regions.
• Improve compatibility of teleporting commands with on exit flags.
