[ENHANCEMENT] ci: Review event triggers to reduce CI runs (#5075)

- Always run on `main`, `develop`, and `releases/**` branches
- Pull request runs will be filtered by affected files
- Docker images will be built on `main`, `develop`, and `releases/**` or
whatever PR affecting server changes.
