Remove invalid Jakarta EE 8 dependency LICENSE

Changes proposed in this pull request:

• Remove invalid Jakarta EE 8 dependency LICENSE. The use of javax.annotation.** comes from com.google.code.findbugs:jsr305:3.0.2, not from jakarta.annotation:jakarta.annotation-api:1.3.5. com.google.code.findbugs:jsr305:3.0.2 related LICENSE already exists.
• Revisiting Removes use of JAXB API via jackson-dataformat-xml #29384 and Check specific properties when deserializing XML file #29577. There is an error description in the JavaDoc and the related classes are not parsed through the JAXB API. The loose constraints set by @XmlAccessorType(XmlAccessType.FIELD) should be equivalent to @JsonAutoDetect(fieldVisibility = JsonAutoDetect.Visibility.ANY).
• Investigation into When the localName property of @JacksonXmlProperty is not set, the required of @JsonProperty does not detect the property name of POJO FasterXML/jackson-dataformat-xml#628 requires updating jackson-dataformat-xml to 2.16.1.
