[FLINK-37402][table] Emit watermarks after record in TestSourceFunction and TestValuesRuntimeFunctions

What is the purpose of the change

Fixes the testing sources by emitting watermarks after the record itself. This is in sync with non-testing operator behavior.

TestSourceFunction and TestValuesRuntimeFunctions updated.

This change added tests and can be verified as follows: CalcTestPrograms.CURRENT_WATERMARK
