Moved the test files from packages/shortest/tests/unit/core/runner/* to packages/shortest/src/core/runner/* without making functional changes, only updating import paths where needed. No other functional changes were made.

Basically, the test files should be moved along with the files they are testing.

* Do not make any functional changes, move the files as-is
