Refactor zip output and add option for using 7z. Generalize no-action condition to accomodate 7z option.

If this is a reasonable inclusion, are there some other files (e.g. documentation) that should be changed along with this addition?
The intention is to use this option for the MyPaint standalone archives to decrease their size by about 30%.
