Support remote storage for tool-registry + SDK roll changes for platform service

• Support remote storage for tool-registry
• Roll SDK version to rc2 for platform-service
• Minor improvements in platform-service related to remote storage

Why

• To be able to containerize backed and support tool-registry being served out of remote storage

• Use SDK with remote storage support
